Can a “sandbox” be used for a mini herb garden?

After I graduate from college I plan to move into an apartment, but I’ve been thinking of growing plants. One thing I’d like to grow is Rosemary, specifically the bush-like “crawling” type, so I can maybe make a Christmas wreath out of it like my grandma sometimes does. But my grandma told me that that kind of rosemary needs room to grow, so it can’t be planted in pots. And since I’m going to live in an apartment, I’ll have to make do with the balcony. So I had an idea, get (or build) a shallow but wide box, kind of like a sandbox, and fill it with dirt. Would it work?
