What are the flowers that have shallow roots good?

I have a small courtyard that I share with my lover of the girl kind. There old rusty pipes that are too heavy and too deep to remove, so they covered a large pile of weeds and sugar cane. It is long of a fence in a forest of young trees below the stack is a mass of tree roots. I think to put a mound of earth about 5 or 6 " deep to hide. My daughter suggested it would be a good place for a garden fairy, but I wonder if I perennials and flowers that attract butterflies, will develop in these conditions? What plants can I use? The area is very sunny and I live in zone 5 in New Brunswick, Canada. So summer very short and very long, cold winters.
